I would want/need to use my Opti-Visor to see exactly what is going on.
Have had PB Blaster lift paint, maybe use Tri-Flow or similar to hopefully loosen the screws a bit.
If a dremel is the last resort, blue tape for the surrounding area, and again consider magnification.

I wouldn't touch it with anything! That patina is perfect as it is! It tells the story of where it's been.
