Wwildman's 1970 Schwinn Typhoon Child seat Rat

Well Back in 1990 my friend pulled this from a dumpster in Philly ,It then became a piece of yard art for him and he has decided to give it to me because he knows I love old bikes . I ran the numbers and it came back as a 1970 Schwinn Typhoon Chicago built . I did a little more research and found it was a rental bike on Jersey Shore. I am stuck between a rock and a hard place either leave it as is and make it ride able or do a full restoration , Or even do a resto mod with other parts . Ideas would be great . well here are the pic's

Thanks man , I was thinking about getting a some of the curved springer forks for it .The child seat is tweaked and I am slowly straightening it
