Will this springer girder fit a modern bike frame?

I've got my eye on this moto-girder that I'd like to use on an e-bike chopper. The frame I'm looking at has a 1&1/8" neck and I'm guessing the girder is 1". Does anyone know if I can..

1. use adapters?
2. cut the steerer column or use spacers if needed?
3. use those heavy duty bearings on the girder somehow?

generally I'd assume the steerer could be cut and adjusted but since everything hinges on both plates cutting the steerer column feels wrong. Maybe it would change the rake? Thanks in advance

Weld or braze on 1 inch tubing cut from an old frame.
