So I picked up a Shimano Tourney TX35 derailleur off ebay for $15 to my door. The bike now shifts like a dream. This derailleur has a screw to adjust the spring tension that the old derailleur did not have. Adjusting that tension was the magic that made the shifting start working properly. Thanks for all the help guys.

Change to friction shift....no problems then.

i was gonna suggest something similar
the click shifters are kinda a pain when their out of adjustment or worn.
