Who MFGR'd this stretch and how much would you pay?

All he says is "This bike was produced in CA, Long Beach Cruiser. I am not certain of the year it was produced."

I am not super into stretches, but if I could get it at the right price it might be fun to play around with for a bit.

Any ideas on who made it and what a fair price might be?
