I've almost given up no cleaning the tar stains off my white tires, but I'm still open to suggestions. If I can't get the black dots off, I'm considering "antiquing" them with some sort of yellowing or stain. Anybody got any good ideas for either approach would be appreciated.

acetone or lacquer thinner removes the oil spots . Westleys BleachWhite, OR Purple Power sprayed strait, and steel wool or a brass whitewall brush gets 'em white again.
 
fine wet/dry sandpaper on a hard rubber block (400 grit or finer) will get them brite white when used with either 409 or spray 9
