What's an old womans J.C Higgins worth?

I was looking for build off parts today at this old motorcycle shop and i found an old womans J.C Higgins bike in the back its has no rims or tires but everything else is there.Im not sure of the year but it has the tanks and fenders just no rims and tires.... Its a split tooth wheelset right? How much is it worth like this and how much should i offer the owner?

It could be worth between $20 and $500, depending on the model, year, condition, etc. No way to tell without pics. Gary
