I was told it was a shelby? looks like an elgin to me.
Frame is Murray for Elgin/Sears. Chain ring is Western Flyer/ CWC. Rack is aftermarket. Forks look Roadmaster.
'38-42 Murray built frame. As bentwoody said, CWC ring, aftermarket rack and guard; fork could be postwar Roadmaster or JC Higgins. Truss rods look like Rollfast with the wrong mounting plate. Egg crate rack is cool and would bring a few $$.
