Western Flyer kids bike

Hello, I'm new to RadRods, new to vintage bikes and am looking for some advice on how to identify this cool old bike. I know it is a Western Flyer kids bike with 20" wheels. The hub, which seems original, reads F&S H, Komet Super 161.28. I am trying to determine the following:

1. Model Name
2. Year
3. Manufacturer
4. Relative rarity / value

Any help is much appreciated!
