Weird valve stem

What is this valve stem called? I couldn't figure out how to air the tire up. A regular tire chuck didnt work so I had to use the blow gun to air it up. Is there a special tool to air this type of valve up?

A presta valve with the adpator on. Take the top off, loosen the nut put the adaptor on and air up. Then take the top off and tighten the nut up. Ya dont have to leave the adaptor on.

is it presta valve with a shrader valve converted on top?
