Vintage mini chopper Raleigh ?

Thanks to a fellow member here Im a proud owner of this mini bicycle. I want to fix it up for my future Ratbiker. Any idea what it is has a raleigh badge on it sticker on head tube. serial num RL912393 and 16 inch wheels and the upper bar looks as if it can move up and down the frame goin to the seat post

Cool little bike, looks like a mid 70's converter bike find a small banana seat for it and your set.
