I'm sure this has been asked an answered but i can't find it, could i use a skippy chain wheel with a 1/2 x 1/8 chain and sprocket? If not would a 1/2 x 3/16 chain tie that whole system together?

I believe the pitch is different, however if you take a normal chain ring and grind off every other tooth you can achieve the same look with less coin. I did this on my bootlegger bike.

Eventually they would learn after going around and around the sprocket grinding off teeth until they are all gone.... then it's a power disc.
