I just picked this up 2 speed lever shift.Should I Rat or restore

A Polaris X63? If that is the original uncut rear fender, I'd say restore. Not a repaint, just clean it and shine what's already there.

Great score. Regardless of which way you go, if you find you need parts for the hub, I have most of them available. That is one of my favorite hubs. Much easier to work on than the automatics.

Thanks guys I think its pretty cool just the way it is , I've got others I can rat . Dose anyone have any pictures of this bike ? Was it sold as a paperboy bike? And the rear tire is like a big slick but of course it's blown out on the side

I'd say keep the paint the way it is, maybe a little cleanup, but rat it. That way you can put it back original but have some fun with it in the mean time.
