I'm looking to achieve an effect like this:

With a color insert on the inset portion (don't know the proper term) of the rim as in the yellow section of the Electra bike above. The effect looks much more impressive in person. These bikes are well crafted and well designed, but the $500 price tag is more than I want to invest right now. So I picked up a $79 OP Roller at Wal Mart to see how close I could get to the look and feel of a Townie on a poor man's budget.

I know I could tape the rim off and paint it that way, but I'd also have to tape the spokes or unlace.

Would vinyl colored tape or thick pinstriping material work?
 
Those are painted that way because they use rim brakes. If the rims were painted all over the brake pads would shred the paint. If you aren't going to use brakes like that,(the op roller doesn't come with them) Then just use straws to cover your spokes, tape off the area you don't want painted, put the rim in a set of forks, spin it and spray it!
