Raleigh Colt(?) decals

I'm pretty sure it is a Raleigh Colt, but the decals aren't like anything I have seen before:



The whole thing is going for powder coating on Monday, but I would be interested in getting more info about the bike, especially what year it was.

The hub should be marked with a production date. If it is all original, it should be within a year or so of the bike's assembly. :|
