It is a Schwinn,pre WWII.Does the headbadge read Louisville Kentucky? I believe that where American Flyer bikes was located.That might be where it was sold new.Nice find
 
The chain guard looks just like the one from my 46 CWC, although I agree it's a Schwinn. Is there a serial number on the bottom bracket?
The cranks may also have numbers.
If you know what city it came from, you could probably find a photo of it. There probably was only one City Grocery back then, so there might be old photos at the library in that city.
I'm still looking for any cycle truck, even a bare frame.
