It looks like it has a 60s Bridgestone chainwheel, but Raleigh used one nearly identical on their off brand bikes. If you know what country it came from you could probably make a pretty good guess.

I have a Japanese Royce Union with a lugged frame and this chainguard too I think. Mine had this same Banana Seat too.

I'd bet it came from the same factory.

Looking at it again it isn't quite the same. But elements, like the lugged frame, the stepped fenders and the bottom bar of the rear dropout seem to be pretty close.

Looks like you also have the cottered cranks and sprocket which are a dead ringer for the english raleigh design, but were often on Japanese bikes, including the Yamaha Moto-bike bicycle.

I guessed mine to be around '69 I think, but you have reflector pedals which makes me think yours is newer.
