JC Higgins on neigbors garage

Next door to me is a bike hanging on the garage. It is a girls frame, 26" tires skip tooth sprockets, large rounded fenders and flat style forks and is marked JC Higgins on the head plate. Any guess what vintage it would be?

Picture would be neccesary of course to truly ID it. I would guesstimate late 40's, but really impossible without a pic.
