What he's after, is he wants to advertise the bike there in that listing, but doesn't actually want to sell it from that lsting. He wants you to contact him and say, "Hey, I just want the wheels and handlebars off that bike, will you sell them?", and then he'll make a separate listing for those items. Or maybe he actually wants to advertise it there, but not sell it through Ebay to save the fees.
Now, that's the way I read the ad. Why he would do it like that, I can say, and whether it's some sort of scam or something, I have no idea.
