Hope someone here can help me identify a bicycle I have.

I have a 3 speed bicycle circa 1940s or 1950s I think. It used to be my grandfather's. Paint was stripped but I was told it was black. It has a 3 speed hub ( B type 4 Hercules) has a frame number under the seat on the collar like clamp which reads "H149529" has pump holders on the vertical bar(under the seat). From a poster I found I think it's the "Popular" model but when I tried matching the head badge (Hercules tourist, the round embem by Hercules and the other green vertical head badge) neither one of them matches the mounting holes found on the frame . any one can help.
I'm from Malta (Europe) which was a British colony so it's most probable that it was supplied from a British supplier.
