gearing question

I am building another on in trade foe a new tattoo.
he is living in down town Atlanta and I have 2 chainrings to use, and my rear cog is a 16 tooth bmx. o and i am running a 27 wheel in the back.

one ring is 44 tooth and the other is 39 teeth.
which one will give good speed and small hill climb?
 
44/16 on a 27" would be good for mostly flat and open or somebody who rides a lot. 39/16 will be less able to take advantage of momentum, in exchange for a few lbs less pressure on the peddle, but could work well for casual or twitch and burst city riding. They both fall within normal 1-spd gear ratios, the 44 being on the high side for most riders.
