Looks like a homemade moped frame (with a ped front fork), I'd guess the top bolt was for the gas tank.

Very interesting homemade build. The forks and part of the swing arm are from a 1960's motobecane moped. The bolt that sticks up from the top tube would have been for mounting a center mount gas tank. The rear plunger suspension probably off the same moped. Its a shame about the bad welding, its pretty unique.

Kinda grows on you the more you look at it. It's a Rat Rod for sure.

I'd build it with some off round, rusty wheels. Just to be able to ride something really sketchy when you want that sort of excitement back, ya know?
