Elgin front fender questions.

I have what I believe to be a '40 ladies Elgin. My question is, what is the proper mounting position of the front fender?
When I got the bike the fender was mounted under the fork. Causing the tire to rub with the substandard mount that was employed.
However, I have seen many other Elgin's with the fender mounted on top of the fork. Which way is correct for this bicycle?

If it was meant to be on top, there will be a hole for a screw at about the 11 o'clock and 2 o'clock positions on the fender. There will be corresponding holes in the shoulder of the fork. Also the hole in the fender will be large enough for the steering tube to pass through it.

Crassly, there are holes in the fork crown as you described. Including the fork hole. Now its time to move forward. Thank you.

From what I can see this fork mounts under the fender. I have some like this, not common.

All the holes in the fender and the fork match up leading me to believe this one mounts on top of the fork.

There is no big hole in the middle for the steer tube to pass through, and no trim piece on the fork.
I'll get pics of mine that are like yours asap.

Yes, I do have the big hole in the fender. It also has the smaller ones to the side of the large one. Whoever had the bike before me put the fender under the fork, causing the tire to rub.

there you go then. Just need the trim piece that mounts on the fork crown.

i had a 46, fender went over the fork, had hollow rivets holding the fender to the fork too.
