Does Anyone Know What This Is?

I got this with a bike I bought about 2 years ago and it finally surfaced again on my workbench :lol: It was on the handlebar. Not sure what it is or what I should ask for it if I sell it. The inside diameter of it is 1 inch. Some enlightenment please!

I've seen these turn up a few times. St. Christopher if I remember the last one correctly. Just looked him up on wikipedia and it's said he offers protection to travelers from harm. So that's where my guess lies!
