Looks like an Elgin, maybe made by Murray. Elgin used both Murray and Westfield. The sprocket looks Murray.

The chain guard on the bike is an accessory that turns up frequently on girl’s bicycles from the teens through the mid 1930’s. It was used by many different manufacturers and was also available aftermarket so it is fairly useless for determining who produced a bicycle.​
 
At first, I thought the chain guard might be original because the patina matched up well, but it isn't centered over the sprocket. I haven't seen a women's frame with the brace in the down tubes horizontal. I'll look for one though.
 
THanks for the info, will look more into it! The chain guard is so impressive that I'm thinking of using it on a build, especially if it isn't original to the bike.
