Can anyone tell me more about this crank bracket?

Just wondering if anyone can school me on this clank bracket. It's on a womans 26" ballooner!

its the catalog in PDF so it may take a few seconds to load, but if you look on page 20, they're there, i dont know when the catalog was made so may be some parts arent made anymore, but i know the same catalog was up as early as 2007.

The sprocket is not a seperate piece, is is a one piece crank/sprocket!

Does the bottom bracket come apart so you can remove the crank? That would be odd.

isn't that a clamp on bottom bracket? (allowing you to customize the position of the pedals?)

I will post more pics tomorrow. Yes it is a clamp! I believe the only way to get the cranks off the bike is to open up the bracket! It is very odd to me! I'm just wondering what year sieberling used this idea? Like I said, it's on a womans 26" sieberling roadking ballooner!
