Built This Up A Few Years Ago

I came across this picture while going through My Flickr account this morning. It is a custom bent and hand-welded frame with a 24x2.5 rear Electra wheel and a 26x2.215 Electra wheel in the front with an Electra springer. The fork legs are one piece each side and the bars are welded to the forks. The pedals would drag on the ground which made for same good sparking at night. It was stolen by lesbian crackheads if you can believe it. This picture is all I have left of the bike.

Can't get the picture to show. Can someone help me with it?

The guy who built this frame what happen to him? He said he could build one for me almost four mouths ago but I have not heard from him since.
