No headbadge, make and model markings covered by a bad paint job sometime before a 1970 University of Illinois registration sticker was applied. Scrapes revealing original paint was bright blue. 26x1.75 tires, peaked fenders. Serial # C86728, stamped below the crank.

Tentatively identifying as a late 50s AMF Shelby somethingorother.
 
Looks like a mid-late 50s AMF Roadmaster ladies' Jet Pilot I have, it has the same Shelby guard, which they used on several different AMF models. AMF bought Shelby around 53-54, and used up all the leftover parts, so there were a lot of mix & match bikes made! Plus, they used the Shelby name on a few middleweights into the early 60s. ~Adam
 
great bike! definatly an amf/roadmaster frame, id guess early 50's to 62'. aftermarket wald chainring, similars to amf's own spiral chainring (wald: 4 spirals, amf: 5), perhaps to convert it from skiptooth drivetrain if pre mid 50's. just a guess there.
