Some license plates were just novelty "cereal box toys" But I know that some states required a plate or sticker on the bike, some states may still do this?
 
Back in the day, they'd have a 'license your bike day' at school. The Police would do it, and kept a record of your bike's serial#. I think the 1st year I did it was 1979, and that year they went to decals as opposed to the old metal plates. I was disappointed! ~Adam
 
I know the small town where I live and the large town I'm near both still require bikes to be licensed although not in the form of a metal plate anymore. I don't think the license requirement is enforced though.
They say it's to help in identification in case of theft.
