I dont know many stock frames that will take this size. Kona's new Humuhumu is the only one that I know of beside Surely Pugsley. Triple tree forks would probably work. But the rear is where the problem is.
If you make your own frames then no biggie. They look pretty cool.

I'm running one on my flame bike. Its a 1980 schwinn cruiser frame and it just barely fits but it doesn't rub the frame.

Any LBD should be able to help you out. I sale them for $25+ shipping
Keep in mind the width of the tire will vary depending on how wide the rim you use is. A wider rim gets you a wider tire.
I really think you guys have the 24X3 and not the 26X3
because i run 5 or 6 bikes with the 24"
and that is what these look like
the 24" does look like a 26" because of its large diameter
i even use 26" tubes in mine with no problems
