a local guy was nice enough to give me his childhood bike. It has been ridden hard but I think I can maybe save it. It was welded in a couple of places but perhaps I can grind it down and put some paint on? Or do you think it is a repaint only?

Yeah, looks like someone cooked it really bad with an old style stick welder. I'd consider that a candidate for a cut and re-weld project. Does look like a Ross, Murray dropout points and seat clamp are a little different.
