V-Brake Removal from Flared Boss?

Here's a head-scratcher: Last night at the shop, we encountered a V-brake equipped bike with one very stubborn brake arm--we just cant get it to budge. My thought is that it was over-tightened by the previous owner and that caused the pivot post to mushroom slightly...just enough to cause binding and prevent removal. The arm itself is a Tektro that I'd really like to save, if that is possible. Any suggestions before I resort to the Dremel and a cut-off wheel?

Electric heat gun and pbblaster...

Already gave it a bath in Tri-Flow and applied a small amount of heat from a propane torch. Was reluctant to go too hot because of the plastic spacer/shroud just behind the arm itself.

I actually have a few ideas on fabricating a specialty puller to do the job, but the task seems so rare and unusual that I doubt the effort would be worth it...other than "braggin' rights."
