Who made it and when

I'm new to the rat bike community, I just bought this bike and don't know the age or make. The frame number is C70259 67-1406 and the crank has N A US 59 stamped in it. There's a sticker on the front that says "White's Performer" but I can't find anything on it.

Hey, Thanks for the Link. That looks like my frame but mine has a tank.It also came with some rocket shaped decs for the luggage rack. and a sweet chain guard. not picd.,
