Suicide breaker?

I was wondering if any body new something about a suicide brake. I am not even sure if it exists. I was thinking that maybe for my braking system I could use a shifter. Does anybody have any ideas or advice, pictures etc.?

How about using a motorcycle throttle?

You could mount a brake lever to the chainstay and work it with your heel. I think someone did something similar on here a while back.
