steering stops for schwinn springers

I looked around and couldnt find anything on steering stops for bikes with springers. I have always hated how the springer fork hits the frame and the tank on my Schwinns. Quick fix would be a piece of rubber on the frame.
Has anyone here welded something to the inside of the steer tube and the steerer on the fork to prevent the fork hitting the frame??? Thank, Jay
 
I'm in the same boat. I had a '55 Monark that used a piece of metal w/ bent tabs welded beneath the downtube that prevented contact between the frame and fork, this was done at the factory and can be seen in the sales adverts from the era.

Right now I use a couple of small felt adhesive pads I cut and stuck toward the inside edges of the springer fork so as not to be seen on a custom I built.

The ideal way would be to do as you described, something INSIDE the head tube and outside the steerer tube. Completely invisible, nice.
