Schwinn?

Had a guy email me today about a bunch of bikes and frames.. This is really the only two I'm interested in. All the other one's look to be old rusty 3-speeds.. I know the chainguard is schwinn, and the crank is schwinn, but the frame looks too small to be schwinn. Amf Maybe?

This one he says is a Colson Hi-way Control bike. Looks rusted solid to me. I don't know if there's anything worth saving or what? He told me to make an offer on anything..

The Schwinn is a Schwinn, yes. All checks out there. Good start.. chainring points to Panther or Phantom.

The Highway Patrol is a Columbia. Late 50s-early 60s.

What do you think a fair price for the Schwinn would be? I offered him $30 just because it's so rusted..
