pre war frame, any info?

I got this frame out of a scrap pile and instantly wanted to make a board track style bike out of it. then i noticed the frame is cracked in two spots, but its nothing a little welding and grinding cant fix. anyhow the frame is missing the head badge, and it doesnt have the original sprocket on it, so i looked for the serial number on the bottom bracket and no dice. it could just be the three or more coats of house paint covering it. but i was wondering if anyone could tell just by looking at it what it might be. Ill post a better picture of it soon.

thanks for the info! and CWC manufactured bikes for alot of different brands?
 
The main in-house brand for Cleveland Welding was Roadmaster but there were several others. In addition CWC supplied bikes to several major distributors and retailers (Hawthorne, Western Flyer, Hiawatha) and many smaller ones.
