What do you guys think is a fair price for a Newsboy Special in decent shape ( oxidized paint, rusty handlebars, but ridden daily) Both fenders are there and seem to be in good shape.

Depends on the bike, $25 (rough) -35 (average) for a decent no-name rider (26" cruiser), fenders add $5(r)-10(a), basket add $5(r)-10(a), thats how i figure it anywho. Of course always undershoot it if your offerin, but thats usually the most im willin to pay unless theres a part in great shape im lookin for.
