you'd think just swaping the steer tube for a longer one would do the job...

heating bending hoging grinding

I like the lines on this bike... how the springer steerer and seat tube are parallel
the rack and fender braces should follow the same lines or be perpendicular to them

I have one of those skiptooth adapter cogs on my '29 build, they work great. I filed the teeth to be a just a little narrower in width to though.

I had a similar same plan but on Eliminator frame for my wife. It look great!! Why skip tooth?
