Junker Heavy Duti Find!

I found this bike on craigslist. It is pretty beat up. I don't like getting nice condition bikes because i am worried about screwing them up. I would rather get a beater and fix it up. Here it is! Does anyone know why the leather thing would be on the front hub? What do you guys think I should do. I am torn about what color to pain it. I have been thinking yellow like it was or forest green. Should I just keep it the way it is? Should I try to get that crappy pain off of it? If so what is the best method.

The yellow looks original to me.

The thing on the hub is a hub shiner. Keeps the hub clean when you're riding

Oh that's cool I am keeping that on it! Yeah I like the yellow, I hate the blue.
