Didnt get serial yet, 50s stripped jetflow?
 
If that has a Higgins badge then it was added on later. That frame is built by Cleveland Welding Company. It could have been badged any number of things from Roadmaster, Hawthorne, even late Shelbys, but not Higgins. My guess is that it's around '52-'55 range. The serial doesn't matter here but there will be a suffix after the serial which should give you the exact year.
 
Western Flyer also was built on a CWC frame, yes. There's no way to tell what it was badged before. You may be able to see a "ghost" of where the headbadge was and the shape may give a clue to its identity.

The wheels were taken from a Higgins. Things get rusty, and you have good wheels on a bad frame or bad wheels on a good frame so you swap them. Once you're dealing with 60 year old stuff, anything could have been done in the life of that bike. It will make for a fine rider to do what you want with.
