Hawthorne Springer Q

My Bud has this Fork on his newest Rat...the problem is,it wobbles like all the bolts are loose.

If you snug up the pivot bolts,the Springer dosent work.The head bearings and wheel bearings are not the problem.

Anybody have an exploded view of what this Fork should look like? Maybe its missing something.

Never dealt with that particular fork, but without seeing it, I would say it sounds like the bolts or pivots are very worn, or the bolts aren't the right ones. They should snug without binding. Has somebody added washers?

My pal magicrat posted this for me. There are no extra washers that I know of on it. Here's a picture of my bike if it helps.
