Bike ID/is it worth buying?

Found this bike online but since I am new to the Rat Rod side of biking I thought I would go to the experts for some help. I am looking for a project bike but not sure if this bike is worth my time/money.

Says the bike is an old "Schwinn springer" ? Is it? It is for sale as "best offer"

Definately a Schwinn. Hard to tell from the pics, but may be skiptooth. My guess is Pre 1955, could be early as 1941.

That would be a cool bike to start with but would take alot of work. Expect the seatpost to be rusted in and maybe the handlebar stem too. The frame and fork definately are useable. I would pay $50-100 for such a project. Though the fork alone may be worth more.

If you want a project , that should keep you busy . I agree $ 50 - 100 $ sounds fair . I have too many projects already , or I'd have made an offer myself .
