Best method of rust/paint removal and refiniishing.

I have a frame that is heavily oxidized, and doesn't have much paint left.

I plan to strip all of the paint and remove as much rust as I can, then give it a couple coats of primer.
So what is the most effective way to remove paint and rust?
And would it hurt to just go over it with some PB-blast right now?
Also I'm a little concerned that the paint is lead-base.

That turned out well.
I've also heard about something made by 3M that will strip paint without the risk of messing with the metal.
 
find someone with a sand blaster...auto shop, welding shop...will get paint and rust in one shot!!
 
I used to powdercoat for a while and the silver vein is cool!!! Theres also copper vein, black with "veins" of silver/copper...SHARP!
