Auction bike ID?

Well. I saw it in person and still don't know what it was. No headbadge or visible decals. Most likely late 1930's. Was used at Bell Telephone in New York. (It was at a telephone auction, go figure...) Beat to death with lots of bad repairs on it including safety wired on fenders and a pedal welded to the crank. Looked like the BB shell may have been re-welded too. Painted all black with a barn broom. Looked to be originally black with green pinstripes. Had heavy duty wheels on it with a Morrow rear hub. The frame was hammered to the Sweetheart sprocket would clear the stays. I drove 50 miles in the historic blizzard just to watch two old guys run it up to $110.00. If the wheels were salvageable it was probably worth that. The frame, fork, and wide handlebars may have made a neat Rat Bike but the rest of it was just too beat up for me.
I agree with Rustinkerer about the Westfield ID.
