advice on painting a frame

I have a new frame thats already painted. do I have to strip it before I paint? any advice would be helpful....I just wanna paint using a rattle can keep it real basic......

If the possibility of old paint showing through scratches doesn't bother you, or raised labels, you can spray over, you should scuff it a little w/ steel wool or fine sandpaper first, prime any bare spots, and clean it with solvent. Try to avoid handling it after cleaning, but don't get tied up in knots about it, it's just a rattle-bombed bicycle and can always be stripped off.
