Well, the curse of the chick bike has struck yet again, but I couldn't pass up this deal. Got it for $20 with no wheels. I threw a set of wheels and a drivetrain just to rock it, and see if some ideas popped out. Fenders are in decent shape, anyhow.
I've haven't made a firm decision on what I'm gona' do with it. But I may continue the seat stays to the typical cati position to "man it up".

A skiptooth sprocket, and a chain thats never rusted, score! And worth more than what I paid for the whole thing!
