28 inch frame

I've searched but have not been able to find an answer to my question,so hopefully someone on this site can save me some cash and aggravation. I'd like to put a project together using a 1920s 28 inch frame mated to a pair of 26 inch ballon tires. Looking at the pictures available on line it looks as though the tire clearance on these frames will be inadequate on both the front and rear. I do not want to spread or distort the frame or fork. Any help or advise would be greatly appreciated from the experienced magician.

If its a true 28" wheeled bike it won't work. If its one of the the later frames that were a cross over, you can do it.(Think mid 30's schwinn b10 frames) they were built to take balloon tires but would still fit the old 28" wheels also. Only way to tell for sure with your frame is measure the stays and see if it will be over 2.125" or just shove a set of balloons in and see.

Thanks for the feedback. I owe you a beer.That's was just my concen and as I said earlier I just don't want to find I've made a big mistake. Education is expensive.I'll keep looking for a true 26 incher with straight bars all around. A 1940 Westfield would be a home run.

Just an idea, I used 700c wheels in my 1917 Racycle, with 700x40 tires. The overall measurement is 27 1/2", and they fill the space very well. You can also use old school 27 1/4" 10 speed wheels.
