24x3's warped?

tried a couple different sets of wheels, yet they spin like the wheel is not true...
i think it might be the tires? i also think i read somewhere that bad tubes could contribute to this...
the tires are innova....
can this be corrected? suggestions?

i wouldn't make any promises
but when i mounted my dyno fireball's
getting the bead to seat the same
distance all the way around was the key
i inflated them real slowly and worked the bead
back and forth at 10 psi and then again at 15 psi
again at 20 psi
kept this up till i couldn't get any movement from the bead
did the same with some 26x3's
these 20 by 4 1/4 sting ray tires on a 1.75 rim
that i am using for the 20 in build have been a problem
tire is bulged at one spot only on both sides both tires(bad casting???)
did enough tweeking with the frame and chain to work out the problem
by the way for all the tires listed above
i used these tube with them

24x3 used 24x1.95 tube
26x3 new 26x2.2125 tube
20x4 1/4 one new one used 20.2125 tube

all these are mounted on 1.75 rims
i've put at least 70 miles on the 24x3 with no problems

another trick is to spray some wd-40 on the tires/rim junction....when yu inflate the tire will get easily into place...but be carefull not to inflate too much orthe tire might come off...
 
Over-inflating too-small of a diameter tubes can cause kinks in the tire(inflate them outside the tire to see how bad they get, not always the problem (but if they have a patch(s) it can get nuts). Sometimes they have bands in them where they don't expand evenly, looks like a sausage.

My Kenda Kraze 24x3s are straight haven't used any others though, definitely plenty of soapy water on the bead to help it seat and work it in by hand.
