Or make up a pair just like the original to bolt on, only oversize enough to work.

like the bmx stem idea. Maybe put a socket on the inside of the stay and clamp down. Greasing the threads will help give it more force.

On the frames I have, there's no risk. Piled all together they wouldn't pay the rent. 
But I would try other methods before altering a 30's Elgin frame.

This won’t wok on chrome moly frames, gotta be mild steel.
I would go one with one of these it's not a frame you want to mess with
I am pretty sure I can cut a chunk out of the OCC dropouts that will line up at the same angle and bolt onto the existing drops. especially since I can also use the dropstand hole as a mounting hole for the bolt up.

Just a thought, but before you spend all of the energy forcing those tires into the frame; Have you considered going with a set of tires that will fit the frame instead? Believe me I understand the appeal of those tires (been there, done that) but I had to back out of using them on my X53 for the same reason.
I found these tires on epay that worked and still had a nice beefy look in my opinion. I believe they are 2.35 (I can check that).

Doesn’t fit, chain stays too close to the tire.This old Elgin is made well, but I don't think it's Chromo
Keeping the chain stays attached to the BB and keeping the rear triangle in its original place.
Sometimes you have to use a sledge hammer to dent or bow the stays with the 2x2 square tubing.
Thirty eight mm tires now fit this old road bike frame.

Thanks brother, but I don't feel like I'm bogged down yet. I am going to try the dropout extension and not the chainstay pinch. I think it will be fairly straightforward (he says hopefully
). I've got plenty of tire options in the stash already. Even these Vans Cults
Or some Project346 boardtracker tires in gray, cream, of total black. (Plus other that I have hoarded over the years
)

Rolled FOOLIGAN back out yesterday and noticed that I must have pinched the rear tube since it was flat. I'll fix that later.

- The Evanaction is still an option since it turns out the bolts under the fork were only there for a fender, so there shouldn't be any clearance issues.
- The early waterfall beehive is still an option.
- Forgot that I had this Rollfast/Snyder beehive. This is similar to the fork I used on Flexy back in BO7, but this one has the more cylindrical spring and is just like the springers on the collectable Hopalong Cassidy bikes.
- Crusty later beehive that I've had from @wildcats old 53 CWC build.

I tested the Rollfast first. I didnt completely mount the wheel to it because it is a major ordeal with these unique forks. I just tested for width clearance and then semi mocked it for a side profile.
Clean!
Next I installed the Evanaction again. I still like the vibe with this one. Another good thing about this fork is that I don't have to worry about the tire locking up on the fork during compression. It has more of a knee action to it.
